Overview
Newfoundland and Labrador offers a highly skilled, experienced, and immediately available workforce ready to support complex industrial and defence-related projects. With decades of experience in mega projects in offshore energy, hydroelectric power generation and mining, and other safety-critical environments, the province has developed a strong capacity for precision, reliability, and execution at scale.
What makes this workforce truly unique is that it supports Canada’s only offshore energy sector, which operates in some of the harshest environmental conditions on Earth. As a result, Newfoundland and Labrador’s workforce possesses skills and competencies that are not available anywhere else in Canada.
The province’s workforce is supported by a well-established education and training system that responds to industry needs. A combination of post-secondary institutions, applied training programs, and industry partnerships ensures a steady pipeline of skilled workers across engineering, marine, and technology sectors.
In addition to strong training capacity, Newfoundland and Labrador offers access to experienced labour that is available to mobilize quickly. This combination of skills, experience, and availability supports current and emerging opportunities in defence and advanced industries.

Skilled
Newfoundland and Labrador’s workforce is supported by established education and training institutions aligned with industry requirements. Each year, Memorial University and the Marine Institute graduate more than 1,700 students in fields including engineering, ocean technology, and computer science.
This talent pipeline is strengthened by specialized programs that provide practical, hands-on experience. Memorial University offers an Ocean and Naval Architectural Engineering co-op program that integrates academic training with work experience in ship design and marine systems.
The Marine Institute provides specialized training for ocean industries, including Canada’s only Remotely Operated Vehicle (ROV) Operator program, supported by simulation, safety training, and applied learning environments.
Additional capacity is provided by the College of the North Atlantic and private training providers, supporting a consistent supply of skilled workers across technical and industrial disciplines.

Available
Newfoundland and Labrador offers access to available skilled labour. Through Trades NL’s more than 14,000 members, approximately 72 percent of skilled tradespeople are currently available, providing capacity not commonly found in other jurisdictions.
This workforce is trained, safety-certified, and able to mobilize efficiently. With experience supporting projects across Canada and internationally, workers are adaptable and suited to emerging opportunities in defence and advanced industries.
