Overview - Floating Drydock

Newfoundland and Labrador is advancing initial conceptual designs for a floating dry dock with lift capacity in excess of 18,000 tonnes, set to become the largest of its kind in Eastern Canada and a major asset for vessel maintenance, repair, and overhaul.

This project represents a significant expansion of the province’s marine fabrication and maintenance capabilities. The dry dock will be able to service a range of vessels within the Royal Canadian Navy and Canadian Coast Guard fleets, strengthening regional capacity for critical marine support.

Designed for flexibility, the floating dry dock will be mobile and capable of being deployed to other locations as needed. It will be fabricated at the Bull Arm Fabrication Facility by skilled building trades workers, reinforcing local expertise and industrial capacity.

The development is expected to progress over a four to five year timeline, establishing a long-term strategic asset for the province and the broader Atlantic region.

Bull Arm Fabrication Facility

One of Canada’s largest fabrication ports and brownfield industrial sites, spanning 25 km2 across marine and fabrication yards.  This expansive site offers a unique combination of scale, capability, and strategic location.

A deepwater site with depths exceeding 150 metres, the site offers sheltered, quiet waters for testing, and continuous 24 hour operations, with discreet vessel movements suitable for confidential or sensitive operations along with direct access to international shipping lanes.

Why It Matters

Bull Arm is a purpose-built heavy fabrication yard designed to support complex and safety critical mega projects. The site includes more than 20,600 m² of enclosed fabrication space, extensive laydown areas, and fully developed quays. Its multi-use, lease-based model makes it well suited to defence, marine, and manufacturing operations with seamless global connectivity. The Site is owned by the Government of Newfoundland and Labrador and operated by the Crown corporation, Bull Arm Fabrication Inc.   Bull Arm is a turnkey site that has supported peak employment of up to 6,000, demonstrating its capacity to deliver projects at scale. It is also a strategic national defence asset with the capability to support vessel retrofits and shipbuilding, comprehensive repair, maintenance, and refit programs, in-service support and layup, secure logistics operations, decommissioning activities, and Arctic and Atlantic missions.
